David Murunganwa Himbara has specialized in distorting and misquoting. The RNC propagandist constantly high on weed particularly targets the International Monetary Fund (IMF) and World Bank (WB) in his schemes. For years, he forges their data, their statements assuming no one else has access to IMF and WB to verify his wild claims.

Himbara’s trickery are the typical hallmarks of a professional conman. After obtaining an academic title fraudulently, since he actually failed his high school, he tries the expert coat wearing trick by saying whatever he wants thinking everyone will believe him. He rents out his conmanship to the Ugandan regime that pays him to sustain its anti-Rwandan propaganda. As a member of the Rwanda National Congress (RNC) terrorist organization, Murunganwa aka Himbara shares the same objective as Museveni’s regime; to destabilize Rwanda.

What they fail to realize is how information now flows and how easy it is to verify their assertions. When Himbara claims that the IMF said the Rwandan economy has grounded to a halt justifying a $100 Million rapid credit facility, he forgets that IMF issued a statement, its director and the Rwandan President tweeted about it. In this age of interconnectivity, social media and public information access, Murunganwa cannot put words in IMF’s mouth.

The facts are simple, IMF has a contingency fund to mitigate the impact of COVID-19 and Rwanda is using it. Meanwhile, the world observes in shock and amusement Himbara’s sponsor Yoweri Museveni blunders in this period. With his corruption record and linked criminal cases, Museveni cannot easily access the IMF’s Rapid Credit Facility.

In one case, in Manhattan, Patrick Ho was convicted and sentenced to 3 years in jail for bribing Museveni (Exhibit 1510) and his Minister of Foreign Affairs Sam Kutesa (Exhibit 1514) with $500,000 each. Kutesa no longer travels to the US fearing arrest, Museveni still makes calculated trips under the cover of Head of State immunity; something he will automatically lose when his reign comes to an end.

Museveni and Kutesa will still have a case to answer in the Patrick Ho case as Exhibit 1510 and 1514 for decades to come.

Corruption in Uganda also led to their COVID-19 crisis. Over 70 suspected individuals bribed their way out of quarantine and went on to infect the general public. Museveni’s corruption record is now blocking international relief after the same corruption caused COVID-19 infections.

His response is to finance conman like Himbara and entertain with bizarre televised shows. His ministers ask him for clarification on live TV and he fumbles in all aspects with irrelevant lectures like claims, in the middle of a COVID-19 brief, that he thanked God COVID-19 is not sexually transmissible like Ebola!

David Murunganwa Himbara has been unmasked as a fraudster numerous times. From his fake high school record, to his misquotes of reputable international organizations. He is not a trustworthy source by any stretch of the imagination. The only victim in his con games are his sponsors. They are literally funding a lost cause, one that has no impact. Murunganwa’s sponsored propaganda just like with the sponsored RNC terrorist organization, Museveni’s money have failed to destabilize Rwanda.
